Open Educational Resources may play a major role to promote tourism, especially helping people who cannot attend regular courses, and/or pay fees – think for instance of those working in small and medium tourism enterprises, of low level emploees, of women, etc. – to upgrade their knowledge and skills.

Tourism Open Educational Resources (TOER) may be also important in developing areas, to foster sustainable tourism, both because TOER are freely available, and because they can be easily adapted and localized for different contexts and cultures.

yes, sure. in fact, for that end, there are several online courses designed for travel agents, which are for free but not OER. see a list here: http://www.elearning4tourism.com/elearning-programs/
